Little is known about 1960 Topps/OPC Football Tattoo products. The Fleer Sticker Project and Beckett have written that it appears as if they were issued as separate sets by both Topps and O-Pee-Chee in Canada. However, PSA seems to have only graded OPC Football Tattoos. Given the sell sheet shared below, I think a Topps set makes sense, I just don’t know if different wrappers/boxes were printed for the Canadian market, so I will just call them Football Tattoos below rather than specifying Topps or OPC, which was clearer for the baseball products in 1960. The tattoo was included on the inside of the wrapper, which also contained a piece of gum.
